Project Overview:
The Kangwinan Project is located in the Norman Creek, Cape York Peninsula approximately 60 km South of Weipa. The Bauxite process plant will be constructed on the Southern side of the Norman Creek wetlands and then transported approximately 15 km south-east via overland conveyor to the existing Amrun stockyard. The key scoping items for the expansion are: Four Beneficiation module, Camp expansion, Overland conveyor and water supply, Wharf and Stockyard expansion and significant water and earthworks scope.
Job Summary:
In this role, you will oversee the development and preparation of project master purchasing commercial pro-forma forms, including legal and commercial terms and conditions. Provide supervision to a project team of Purchasing personnel on a major project. Advises, interfaces and provides expert guidance to other Bechtel and client personnel as delegated. You will lead the development of purchasing procedures, planning, and forecasting of purchasing staff, training, and distributes workload to assigned staff. You will direct negotiations, solve problems, and communicate with suppliers to ensure compliance with purchase order requirements and achieve the required service to meet project needs.
Major Responsibilities:
-Supervises assigned personnel in the orderly performance and completion of project procurement commitments through the several steps of bidding, evaluation, and award, in accordance with established policies and procurement procedures.
-Supervises assigned personnel in the Procurement administration functions of identified project purchases to ensure, in conjunction with other functional departments, performance of each order in accordance with the contracted terms and conditions and project requirements.
-By reviewing the prime contract requirements, oversees the development and preparation of project master purchases pro-forma forms, including legal and commercial terms and conditions to be included in purchase documents on project commitments.
-Prepares, maintains, and monitors project bidder’s lists, ensuring input is received from all procurement functions and other operational groups.
-Reviews international project commercial conditions of purchasing to ensure purchasing pro-forma terms, conditions and procedures are compatible with applicable Bechtel Directives, Instructions and Procurement Procedures.
-Reviews bid tabulations for accuracy, bidder recommendation, completeness, and approves selection of suppliers within delegated approval authority.
-Ensures all commitments made by subordinate personnel are accurately presented and have proper global business unit approval and signing authorities, as contained in the Procurement Procedures.
-Reviews and recommends bid selections that require higher Procurement approval authority.
-Executes commitments within delegated signing authority.
-Forms, issues, and administers purchase orders.
-Directs negotiations in the commitment of purchases, following review and approval of the proposed negotiating plan by the designated supervisor.
-Communicates with Engineering and Construction supervision to assist, guide, and plan the processing of material requisitions for all project purchases.
-Coordinates Purchasing operations in both the project’s control office and support offices to assure compliance with project requirements.
-In conjunction with the global business unit Field Procurement Manager, provides functional guidance to Purchasing personnel at the project jobsite.
Education and Experience Requirements:

-Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience.
-Experience or prior completion of specialized courses relating to international procurements.
Required Knowledge and Skills:
-Experience, skill, or training in the function of supervising workload distribution and execution of the work, as well as personnel interviewing, selection, salary planning, classification changes, performance evaluation, career counselling when delegated, training, terminations, and transfers.
-Skilled in working with and communicating effectively with supervisors of other project functional groups, primarily Engineering, Construction, Project Management, and other services.
-Proficiency and experience in the formation and administration of purchase orders through the several steps of bidder prequalification, compilation of bid requests, receipt of bids, bid evaluation, award, monitoring the performance of suppliers and buyers, back charge procedures, resolution of claims and disputes, and other such related steps.
-Skilled in conducting research and preparing reports relating to purchasing of equipment and materials on global projects.
-Experience in making technical presentations to senior client and Bechtel management. Proficiency in oral and written communication.
-Mandatory knowledge and proficiency in Digital Supply Chain System (DSCS) Purchasing module to perform acquisition activities.
