Role Overview:
The Director is responsible for the department's monitoring oversight of federal and state compliance for all Indiana School and Summer sponsors participating in the United States Department of Agriculture's (USDA) School Nutrition Programs, including National School Lunch Program, School Breakfast Program, Special Milk Program, After School Snack Program, as well as the Summer Food Service Program (SFSP) for Children. These programs are multimillion dollar entitlement programs for schools and other agencies who feed children either in school settings during the school year or in school and other community settings in the summer months. The School and Summer Nutrition Programs Compliance Director supervises the School and Summer Nutrition Assistant Directors, and School and Summer Field Specialists. Oversight of these programs is monitored mainly through USDA administrative reviews, by monitoring federal and state compliance in both school and summer child nutrition programs. This position oversees staff that have decision making authority for sponsor eligibility, program continuation, fiscal action for non-compliance, and program suspension. This position oversees and also spearheads other programs as related to Child Nutrition Programs (CNP) including Community Eligibility Provision, menu certification and compliance, and USDA equipment grants award oversight. This position requires extensive study, interpretation and continuing research regarding federal regulations, policies, and memorandums as applies to USDA Child Nutrition Programs.
Salary Statement:
The salary for this position traditionally starts at $93,002.00 but may be commensurate with education or work experience.
Essential Duties/Responsibilities:
Management and monitoring of Federal Compliance Reviews for School Nutrition Programs and Summer Food Service Programs
-Reads, interprets and applies federal regulations as necessary for ensuring Indiana is providing proper monitoring oversight to schools and community sponsors operating Child Nutrition Programs
-Oversees full review schedule assignments for School and Summer Program reviews, and serves as the primary contact person for School Nutrition Program (SNP) Field Specialist and SNP sponsors with questions regarding the review process.
-Oversees training of SNP Specialists on review, technical assistance, and site visit procedures
-Oversees the provision of SNP/SFSP sponsor support and technical assistance by staff
-Oversees training, and technical assistance to SNP/SFSP sponsors regarding policies and procedures
-Oversees the coordination and completion of SNP/SFSP review data and correspondence
-Directs the recruitment, hiring and supervision of field and office staff as necessary
-Directs the development of training materials and standard protocols for new hires and existing staff
School & Summer Field Staff Management Responsibilities
-Monitors day to day operation of Assistant Directors
-Conducts performance appraisals for direct reports
-Coaches assigned team for top performance
-Disseminates information to team
-Directs the oversight of personnel issues of team
-Publishes SNP/SFSP correspondence and reports
-Approves and recommends computer support for SNP Specialists
-Resolves appropriate review findings involving SNP/SFSP reimbursement adjustments.
-Complies with federal reporting requirements, ensuring timely and accurate submission of reports, including but not limited to USDA 874 Report, Ameliorative Action Plan, 640 Report, Community Eligibility Report
-Oversees the updates of review questions within CNPweb to reflect changes in requirements.
-Coordinates updates of administrative review findings for reviewer consistency
-Compiles CNP review data for training and USDA reports.
-Oversees all federal compliance reviews and reports for accuracy and confirms any fiscal sanctions
-Directs Assistant Directors, and SNP Field Specialists work in the following areas
-Maintains School Nutrition Programs Specialist (Field) travel verification database including tracking and filing review reports
-Crosschecks review letters and reports against expense reports
-Reviews and edit School Nutrition Programs Specialist (Field) letters to sponsors
-Tracks reviews in the CNP web
-Provides training for SNP Field Specialists regarding USDA rules, policies, and regulations
-Makes recommendations for updates in computer equipment, software programs and other review support materials
-Oversees administration, promotion, recruitment, and validation of Community Eligibility Provision implementation for the State of Indiana
Technical Support of Office and Field Staff
-Oversees updates for macros and other consistent correspondence used in review letters for all programs.
-Reviews and monitors the School and Community Nutrition (S & CN) web pages (all programs) for content accuracy and customer satisfaction
-Makes recommendations for S & CN web changes that will enhance user access to information.
-Recommends development and maintenance of software programs for field Specialists.
-Trains and provides technical assistance to staff members regarding technology developments.
-Assists with the interpretation, implementation and posting of USDA CNP policies.
-Provides support to Specialists in field with questions on equipment or the review process.
-Responds to written and oral communication requests for data from sponsors and other agencies.
-Oversees staff training, technical assistance, staff development and special projects
-Responsible for ensuring completion and submission of several required USDA reports including annual 640 report, annual AAP, annual SFSP MAP, Menu Certification Report, Annual Second Review of Applications report (874 Report), SFSP sponsor/site reports and weekly SFSP open site operation report
-Participates in workshops and conferences.
-Maintains open communication with the Management Team and assists them as needed.
-Participates in special projects that may include but are not limited to:
-Designing and presenting special workshops.
-Participating in USDA promotions and initiatives.
-Assisting with data collection and interpretation.
-Presentations at SNA, ISNA, IASBO annual and local chapter meetings, and other professional organization.
-Other duties as assigned.
Job Requirements:
-Bachelor’s degree required in a related field including food service management, business administration, public administration, nutrition, and/or dietetics, or five years of professional work experience in food service management and/or government program operations
-Excellent organizational and time management skills.
