Purpose of Maintenance Mechanic

The Maintenance Mechanic, under the direct supervision of the Facilities and Project Manager, is responsible for performing preventive, routine, and scheduled maintenance; cleaning vacant units; painting vacant and occupied units; and repairing units owned or managed by the Spokane Housing Authority (SHA). Performs general custodial duties in the public areas of SHA properties.

Essential Duties and Responsibilities

Repair and Maintenance of Property Systems Troubleshoot electrical, plumbing, and appliance systems, ensuring proper function and compliance with SHA processes. Perform repairs, replacements, and preventive maintenance as required, with all work documented according to SHA standards. Electrical tasks include testing, repairing, or replacing light switches and electrical outlets and conducting ground fault detection tests. Plumbing tasks include repairing faucets; replacing washers, seats, stems, hose bibs, supply lines, valves, and hardware as required; repairing minor water leaks; replacing and/or repairing flush valves or flush tank hardware; clearing clogged drains and soil lines; and replacing water tanks. Appliance systems include repairing or replacing ranges, refrigerators, dishwashers, and air conditioners. Carpentry, Masonry, and Structural Work Perform carpentry repairs such as replacing/repairing doors, windows, and hardware; repairing cabinets and handrails; repairing roofing, gutters, and downspouts; re-keying locks; and repairing decks. Conduct minor masonry work including grout and brick repair and repairing cracked concrete. Install and repair drywall, including blending finishes to match surrounding surfaces. Painting and Surface Preparation Paint walls, ceilings, and other surfaces in accordance with established SHA standards. Prepare surfaces for painting by patching holes, sanding, scraping, and masking. Apply paint using brushes, rollers, or sprayers and perform touch-ups as needed. Spot paint metal surfaces for corrosion control. Grounds and Common Area Maintenance Perform daily upkeep and inspection of common areas, ensuring safety and cleanliness. Remove trash and debris from the property, including disposal areas, mailroom areas, maintenance shop/workrooms, and leasing office systems. Conduct grounds maintenance including mowing, trimming, edging, pruning, fertilizing, irrigation repairs, watering, reseeding, and weeding. Remove snow and ice from sidewalks using snow blowers, shovels, and de-icing material. Operate and maintain swimming pools and spas. Vacant Unit Preparation and Preventative Maintenance Prepare vacant units for occupancy, including cleaning, repairing, and removing debris. Perform preventive maintenance on equipment, including lubrication, air filter replacement, and operational checks. Participate in on-call and weekend emergency maintenance and repairs as directed. Operational and Safety Responsibilities Maintain thorough knowledge of SHA property management, maintenance plans, and procedures. Report unusual or extraordinary circumstances regarding the community or tenants to the Property Supervisor. Regularly communicate with the Property Supervisor regarding tenant needs, work orders, and capital projects. Utilize and maintain power tools such as drills, sanders, sewage line cleaners, saws, power washers, compressors, volt-ohm-amp meters, snow blowers, and lawn mowers. Operate and maintain grounds care equipment, including shovels, axes, hoes, wheelbarrows, saws, trimmers, and hedge clippers. Utilize and maintain cleaning equipment such as vacuum cleaners, buffers, ladders, brooms, and mops. Vendor and Procurement Coordination Communicate with the Facilities and Project Manager regarding product and vendor selection, based on field knowledge and experience. Coordinate and inspect work performed by private contractors. Assist with the ordering and receiving of routine and emergency supplies in compliance with the SHA Procurement Policy. Assist in updating the Material Safety Data Sheets (MSDS) book. Budget and Compliance Monitoring Monitor maintenance line items in the property budget. Participate in fire watch as needed. Ensure compliance with Washington State Labor and Industries standards and SHA safety policies. Tenant Interaction and Conflict Resolution Assist in de-escalating tenant conflicts and provide guidance on social service resources as needed. Maintain a professional and respectful demeanor in all resident interactions. Team Collaboration and Leadership Provide guidance to other department personnel, including technical input on capital improvements and other maintenance issues. Participate in monthly department meetings. Assist other staff with assignments and perform additional duties as required or assigned.

Maintenance and Safety Expertise Knowledge of basic electrical, plumbing, and carpentry principles for routine maintenance and repair. Understanding of National Standards Protocol Inspection Real Estate (NSPIRE) and local fire codes to ensure compliance with safety regulations. Familiarity with Washington State Labor and Industries standards and agency safety policies. Proficiency in handling, using, and storing cleaning materials and equipment for housing units and common areas. Knowledge of general grounds care and maintenance procedures to uphold property aesthetics and functionality. Experience using Material Safety Data Sheets (MSDS) and proper application of Personal Protective Equipment (PPE) when handling chemicals. Ability to safely operate vehicles and trailers for maintenance-related tasks. Technical and Problem-Solving Skills Ability to use agency-provided technology for completing work orders and tracking job functions efficiently. Experience in troubleshooting and diagnosing maintenance issues to implement effective solutions. Strong attention to detail in handling repairs, inspections, and preventative maintenance tasks. Ability to exercise care in the use of materials, equipment, and tools to maximize efficiency and longevity. Communication and Customer Service Strong verbal and written communication skills to interact with tenants, vendors, management, and the general public professionally. Ability to handle sensitive and confidential information with discretion and professionalism. Understanding of Fair Housing guidelines and de-escalation techniques to interact respectfully with tenants and resolve conflicts effectively. Physical and Teamwork Abilities Ability to safely lift up to 50 pounds and perform tasks requiring bending, kneeling, climbing, and other physical movements. Capability to work independently on detailed tasks while also collaborating as part of the Asset Management Department team. Ability to follow oral and written instructions and execute maintenance tasks effectively. Commitment to participating in required monthly training and meeting passing score deadlines to stay updated on safety and operational best practices. Education and Professional Qualifications
