Overview:

We are seeking a Technical Procedure Coordinator who will oversee the document and procedure activities, as well as processing, maintaining, retrieving, and disseminating documents and records in support of our world class radioisotope production program. This position resides in the Isotope Science and Enrichment DRM group in the Safety, Engineering and Support Section, Nonreactor Nuclear Facilities Division, ISED, at Oak Ridge National Laboratory (ORNL).

Major Duties/Responsibilities:

-Define multi-program document control process requirements and standards complying with nuclear quality programs.
-Responsible for organization documents within the Enterprise Document and Records Management System (EDRM), including identifying, reserving and assigning document numbers and reconciling reserved document numbers.
-Support the creation and maintenance of various documents and perform independent reviews on procedures.
-Provide critical role for nuclear safety basis implementations with coordination of document development, review, approval, issuance, and distribution.
-Coordinate mandatory document reviews and ensure appropriate disposition in EDRM.
-Perform the duties of the procedure writer for administrative procedures as needed.
-Responsible for appropriate and timely posting of documents and procedures of supported organizations.
-Ensure documents are distributed to relevant personnel and obsolete documents are archived according to record retention policies
-Review, verify, and validate documents and records for accuracy, completeness, and adherence to standards, ensuring that they are appropriately indexed and maintained in recordkeeping systems.
-Manage electronic record repositories, oversee the conversion of hard-copy records to electronic records, and coordinating disposition of the hard copies.
-Function as the records management officer (RMO) for the applicable organizations and act as a liaison between Records Management Services and organizational records owners/contacts to facilitate the implementation of records requirements.
-Identify areas for streamlining document-related processes and implement improvements to enhance efficiency and security
-Coordinate with programmers to develop/improve EDRM workflows; set up folder structure for customers; and report issues when they arise.
-Perform testing and ensure compliance with regulatory and information security requirements
-Provide document control and records management training and support to staff members for consistent group operation.
-Work with customers to create or update forms.
-Serve as the document management coordinator (DMC) for supported organizations and attend DMC forums.
-Handles sensitive information, such as proprietary and export control documentation.
-Maintain a strong commitment to the implementation and perpetuation of values and ethics.
-Ensures compliance with environment, safety, health, and quality program requirements.
-Adjusts to changes and reprioritizing of work.
-Displays excellent human relations skills and utilizes good oral and written communication.
-Performs as a team member that has a high volume of activity, displaying characteristics of collaboration, flexibility, and dependability, while ensuring a high degree of accuracy.
-Any other duties assigned that are desired to meet the needs of the project.

Basic Qualifications:

-BS or BA in English, Business, Information Management, or a related discipline.
-A minimum of 2 years of experience with records management and document control activities.
-Experience using Microsoft Office products including Word, Excel and Adobe Acrobat Professional.
 

Preferred Qualifications:

-Experience in handling non-classified sensitive information.
-Experience with document management and/or product lifecycle management software.
-Writing and formatting procedures.
-Excellent written and oral communication skills.
-Motivated self-starter with the ability to work independently and to participate creatively in collaborative teams across the laboratory.
-Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever changing needs.
 

Special Requirements:

-L Clearance: This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
-Visa sponsorship: Visa sponsorship is not available for this position.
 

Security, Credentialing, and Eligibility Requirements:

-This position requires the ability to obtain and maintain an HSPD-12 PIV badge.
-For employment at Oak Ridge National Laboratory (ORNL), a Real ID compliant form of identification will be required.
-Additionally, ORNL is subject to Department of Energy (DOE) access restrictions. All employees must also be able to obtain and maintain a federal Personal Identity Verification (PIV) card as mandated by Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which requires a favorable post-employment background investigation.
-To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
 

For foreign national candidates:

-If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) risk determination to maintain employment.
-Once you meet the three-year residency requirement, you will be required to obtain a PIV credential to maintain employment.
