Project Overview:

Join us as we make history at the
Hanford Vit Plant, known as the Waste Treatment and Immobilization Plant.
We are designing and building a one-of-a-kind facility that will turn radioactive and chemical waste left over from World War II and Cold War plutonium production into a form safe for disposal. Your efforts will help protect the nearby Columbia River and the communities, salmon, and wildlife along its shorelines throughout the Northwest.

Sitting at the confluence of the Columbia, Snake and Yakima rivers near two mountain ranges,
our community
provides access to year-round outdoor recreation, 300 days of sun a year, more than 200 wineries within a 50-mile radius, and the amenities of large cities just a three-hour drive (or short flight) to Seattle and Portland. 

Job Summary:

The Hanford Waste Treatment and Immobilization Plant (WTP) is looking for a Purchasing Specialist in Richland, WA. The Purchasing Specialist performs tasks involved in the formation and administration of purchase orders. This includes communication with suppliers and personnel within Bechtel to establish clear definition of requirements and to assure performance to purchase order terms and conditions. This position also prepares bidder pre-qualification, bidder lists, bid solicitation, bid analysis, makes commitments, and administers purchase orders
.
 

Part-Time Telework:
This position is designated as part-time telework per our global telework policy and may require at least three days of in-person attendance per week at the assigned office or project. Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership.

Major Responsibilities:
-Works under general supervision to perform tasks involved in the formation and administration of purchase orders
-Prepares bidders’ lists and qualifies bidders
-Communicates with Engineering to assist and/or guide them in the preparation of material requisitions for the procurement of materials and equipment and to achieve the understanding needed to process these requisitions
-Forms bid packages and issues bid requests; coordinates bidders’ questions; and receives bidder proposals
-Prepares Commercial Bid Summary and recommendations to award
-Secures approvals in accordance with established procedures
-Prepares and commits purchase orders within their authority
-Prepares and maintains control and status reporting documents
-Communicates with suppliers and personnel within Bechtel to establish clear definition of requirements and to assure supplier performance to the obligations within the purchase order
-Prepares and organizes assigned Procurement sponsored meetings, such as bid clarification and post-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel and the supplier on all contractual matters
-Participates with Engineering and supplier representatives in discussions held to clarify purchase order documents and/or specification requirements
-Identifies, defines, and secures agreement regarding purchase order changes
-Initiates actions with the supplier or in-house functional group to ensure performance in accordance with the purchase order requirements
-Initiates and processes purchase order revisions that establish scope and effects on cost and schedule of agreed upon changes
-Informs or works with other project Procurement personnel assigned to the administration of the order
-Assists project Procurement team when instructed in solving and attending to administrative problems on commitments involving high monetary expenditure or risk, engineered technical specifications or supplementary commercial conditions
-Establishes files and controls for all outgoing and incoming correspondence on each assigned order
-Analyzes and distributes those suppliers’ reports specified in the order.

Education and Experience Requirements:
-Requires bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience
 

Required Knowledge and Skills:
-Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.
-Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge)
-Must possess the right to work and remain in the United States without sponsorship.
-Proficiency in using standard software applications Knowledge of standard computer software applications, specifically Microsoft Office.
-Skilled in preparing clear and comprehensive correspondence and reports.
-Ability to work with engineering, construction and the other procurement team members.
-Must have a good credit standing to allow application and authorization for use of card.
-Good understanding of production methods and stays abreast of all supplier fabrication steps.
-Familiar with expediting points of order for pre-award and post-award meetings with suppliers.
-Familiar with developing and tracking metrics. Proficiency in using standard Bechtel software applications, Bechtel Procurement System (BPS) or Digital Supply Chain Software(DSCS) and other procurement modules preferred
-Skilled in working and communicating effectively regarding technical and production matters, both orally and in writing with other project functional groups, primarily Engineering, Construction, Project Management and other services preferred
-General knowledge of legal and commercial aspects of procurement preferred
